Terms and Conditions

Cavite State University — Trece Martires City Campus

1. Acceptance of these terms

These Terms and Conditions ("Terms") govern your use of the External and Business Affairs Information System ("EBAIS" or "the System") at https://eba.cvsutrece.com, operated by the External and Business Affairs (EBA) Office of Cavite State University – Trece Martires City Campus ("the University," "we," "us").

By registering, logging in, or using the System, you agree to these Terms and to our Privacy Notice. If you do not agree, please do not use the System. Browsing the public pages as a guest is allowed, but some features require an account.

Other University rules, including the Student Handbook and the terms of any MOA or contract you have signed with the University, continue to apply. If they conflict with these Terms, the signed MOA or contract prevails for matters it covers.

2. What the System does

EBAIS helps the EBA Office manage concessionaires, partnership applications, MOAs and contracts, payment records, and uniform and stock information, and lets students rate and review concessionaires and their products.

The System is a record-keeping and information tool. It does not replace signed agreements, official receipts required by law, or decisions made by authorized University officials.

3. Accounts

Who can register. Students register with their CvSU-TMC account. Concessionaire applicants and other partners register with a personal email. Staff and cashier accounts are created only by a System administrator.

Your responsibilities.

  • Give accurate, current information and update it when it changes.
  • Keep your password confidential and do not share your account.
  • You are responsible for activity under your account. Tell the EBA Office promptly if you suspect unauthorized use.
  • Do not create accounts to impersonate others or to avoid a suspension.

Roles and access. The System has six roles: guest, student, concessionaire (pending or approved), EBA staff, cashier, and administrator. You may use only the features available to your role. Attempting to access other roles' features is a violation of these Terms.

4. Concessionaire and partnership applications

  • Registering with a personal email creates a pending concessionaire account and an application. A pending account does not give you the right to operate on campus.
  • To apply, you must submit the required information and documents (MOA and contract, and optionally a Letter of Intent). Documents must be genuine, complete, and yours to submit.
  • EBA staff review the application and submit a recommendation. The administrator makes the final decision. The University may approve or reject any application, and may ask for more documents.
  • Approval takes effect only according to the signed MOA or contract and the contract period set by the administrator. When the contract period ends, your account becomes inactive.
  • Once an application is approved, the application form is locked. Ask the EBA Office if you need a correction.
  • Approved concessionaires must keep their business profile, products, and prices accurate and up to date, and must follow their MOA or contract, applicable laws, and University rules, including food safety and sanitation requirements where relevant.

5. Payments and receipts

  • The administrator sets each concessionaire's monthly fee and contract period. The System shows your payment status, payment history, and any overdue amount.
  • The System does not process online payments. Payments are made through the channels the EBA Office accepts and are recorded in the System by the cashier or authorized staff.
  • Acknowledgement receipts generated by the System reflect the payments recorded.
  • If you find a mistake in a payment record or receipt, tell the EBA Office promptly with your proof of payment. Records may be corrected by authorized personnel.
  • Email or in-System reminders are a courtesy. Not receiving one does not excuse a late payment.

6. Ratings and reviews

Students who are logged in may rate and review products and concessionaire stores.

Your review must:

  • Be based on your own real experience.
  • Be honest, relevant, and respectful.

Your review must not:

  • Contain hate speech, threats, harassment, or discriminatory content.
  • Contain false or defamatory statements, or personal data about other people, such as phone numbers, addresses, or photos.
  • Be spam, advertising, or a fake or paid review.
  • Be posted by a concessionaire for its own store or to attack a competitor.

How reviews work:

  • You may edit or delete your own store review at any time.
  • Concessionaires may read reviews about their store and products but cannot delete them. Concessionaires must not harass, pressure, or retaliate against a reviewer.
  • Administrators may flag or remove reviews that break these Terms.
  • Reviews are the opinions of individual users, not of the University. The University may use ratings to monitor concessionaire service quality.
  • Reviews are shown on public pages and may include your name. See the Privacy Notice for details.

7. Uniform and stock information

Stock and availability information (for example, uniforms, PE clothing, and books) is provided for convenience. Quantities may change and may not be updated in real time. Showing an item as available is not a reservation or guarantee.

8. Acceptable use

You agree not to:

  • Access, or try to access, accounts, data, or admin features you are not authorized to use.
  • Bypass, test, or attack the System's security without written permission from the University.
  • Upload malware, or files that are unlawful, infringing, or unrelated to the System's purpose.
  • Scrape or bulk-copy System data, or overload the System with automated requests.
  • Submit false documents or information.
  • Use the System to harass others or for any unlawful purpose.

Profile photos must be JPG, JPEG, PNG, or WEBP files up to 2 MB, and must not contain offensive or unlawful content.

9. Content you submit

You keep ownership of the content you submit (documents, photos, product images, reviews). You confirm that you have the right to submit it. You give the University a non-exclusive, royalty-free permission to store, display, and process that content for the System's operations, for University records, and for reports required by law.

10. Notifications

The System sends emails to the address on your account. Keep your email current and check your spam folder. Emails may be delayed or fail, so please also check the System for updates on your application and payments.

11. Availability and changes

The System depends on internet access and on the campus network and third-party services (such as web hosting and email). We aim to keep it available but do not guarantee uninterrupted or error-free operation. We may perform maintenance, and we may add, change, or remove features.

12. Ownership

The System, its design, and the University's name, seal, and logos are owned by or licensed to the University. You may not copy or reuse them except as allowed by law or with written permission.

13. Privacy

We handle personal data as described in our Privacy Notice and in line with the Data Privacy Act of 2012 (Republic Act No. 10173). Please read the Privacy Notice.

14. Suspension and termination

The University may warn, suspend, restrict, or close an account, and may remove content, if you break these Terms, submit false information, misuse the System, or if your contract ends or is terminated. Where possible, we will tell you why.

You may ask to close your account by contacting the EBA Office. We may need to keep certain records (such as contracts and payment records) as required by law.

15. Disclaimers and limits of responsibility

To the extent allowed by law:

  • The System is provided "as is."
  • Concessionaires are responsible for their own products, services, prices, and compliance with the law. The University does not guarantee the quality or safety of what they sell, and ratings do not replace the University's own monitoring.
  • The University is not responsible for losses caused by events beyond its control, such as power or internet outages, third-party service failures, or your failure to protect your password.

Nothing in these Terms removes any right you have under the law, including your rights under the Data Privacy Act.

16. Governing law and disputes

These Terms are governed by the laws of the Republic of the Philippines. We encourage you to first raise any concern with the EBA Office so we can try to resolve it informally.

17. Changes to these Terms

We may update these Terms. The version number and effective date at the top will change. We may ask you to review and accept the new version when you next log in. If you keep using the System after the change takes effect, you agree to the updated Terms.
